The Secretary of Defense must name certain military research labs as Centers for Science, Technology, and Engineering Partnership based on what each lab does best. The Secretary must also push the military services to update management and business practices at those Centers. The Centers’ directors can run pilot tests of new practices that follow the law to see if those changes make the Centers run better, help the military units that use them, and cut costs while improving performance. Center directors can make public‑private partnerships so outside people or companies can do work at the Centers or use Center tools that are not fully used by the Department. The goals are to get more from Center capacity, lower costs, attract private investment, share technology, build partnerships with universities and industry, and get skilled workers. Money paid to a Center can go back to the fund that paid for the work or be used by the director under law. Private use is allowed only if it does not hurt the Center’s mission, the private party pays required costs, and the private party agrees to protect the United States from most claims. A director can hire a state, local, or nonprofit “partnership intermediary” to help link the Center with industry or schools. The law does not let Centers illegally replace Defense employees with contractors. Definitions: “Capabilities” means the Center’s facilities, equipment, people, inventions, and other assets; “national technology and industrial base” is the broader industrial system referenced in law; “science and technology reinvention laboratory” is a lab already designated under law.
