Each military department secretary must work with the other services, defense agencies, private companies, standards groups, and, when needed, intelligence elements to set up and keep current the interfaces and standards used on big weapon and support systems. They must make those interfaces clear so systems use a modular, open design and include the papers needed for third parties to add or replace parts. They must provide the engineering skills, planning, funding, training, and formal guidance needed to use, maintain, and keep improving this modular open system approach so systems can keep working together and keep getting better.
