Creates a Joint Defense Manufacturing Technology Panel inside the Department of Defense. The Panel must be cochaired by the Under Secretary of Defense for Acquisition and Sustainment and the Under Secretary of Defense for Research and Engineering. It must include at least one person from each military department and each Defense Agency that runs manufacturing technology programs, and may also include other government, academic, or industry members chosen by the chair. The Panel’s job is to identify and combine needs, plan together, and make joint strategies for manufacturing technology. It will review DoD manufacturing issues, look for ways to cooperate and share funding with the private sector and other agencies, make sure programs line up with the Office of the Secretary of Defense and national efforts, set up information sharing with others, and do other tasks the Under Secretary for Research and Engineering assigns. Each military department and Defense Agency with such programs must pay the Panel’s administrative costs as the Panel decides.
