Makes the Director of the Missile Defense Agency the person in charge of technical work for integrated air and missile defense programs across the Department of Defense, under the Secretary of Defense. The Director must define and control system designs, interfaces, engineering, and how technical requirements are assigned for those programs. The Director may request staff detailed from the Joint Functional Component Command for Integrated Missile Defense and the Joint Integrated Air and Missile Defense Organization. The total number of staff doing this work, including detailees, may not be more than twice the number who were doing it on January 1, 2016.
