The Energy Secretary must run a program, with the Administrator and after talking with the Defense Secretary, to manage, update, and replace weapons in the U.S. nuclear stockpile. The program must improve weapon performance and reliability, make a return to underground testing less likely, keep the stockpile safe and secure, pick a sensible future size, cut the chance of accidental explosions, and lower the risk that enemies could use the weapons. Any changes must meet those goals, be cost effective, be well understood and certifiable without underground testing, use current design and production expertise, and train new experts. Each presidential budget must show and explain the money requested for this program.
