Government-owned, contractor-operated labs funded by the Department of Energy for national security may carry out laboratory-directed research and development. The Secretary of Energy must create rules for how that work is done and must set aside a specific share of DOE national-security funds for each lab — at least 5 percent but no more than 7 percent — for this purpose. Laboratory-directed research and development means creative, innovative research chosen by a lab director under those rules to keep the lab strong in defense-related science.
