Most officers in competitive groups follow the usual promotion rules. But several specific parts of those usual rules do not apply here. Rules that deal with being above the promotion zone and one particular procedural subpart are left out. Also, a different rule about promotion chances overrides another rule if they conflict. The following officers cannot be promoted under these rules: officers covered by a certain other part of the general rules, officers not in the promotion zone, officers who have failed promotion the maximum number of times allowed under the promotion‑opportunities rules, and officers a selection board has recommended to be taken off the promotion list.
