The Secretary of the Army must make the Assistant Secretary for Financial Management run and oversee the Army’s money work and ensure Army financial systems meet the rules in the next paragraph. The Assistant Secretary must oversee the Army’s budget work required by law (the duties in section 135(c)), approve and supervise projects that build or improve financial systems, and approve and oversee asset-management systems like cash, credit and debt collection, and tracking property and inventory. Accounting, internal control, and financial reporting systems must follow the Comptroller General’s standards under title 31, sections 3511 and 3512, and must give complete, reliable, consistent, and timely information, report costs, link accounts with budgets, and measure performance. The Assistant Secretary must keep a five-year plan for improving financial management and update it every year. Each year the Assistant Secretary must send the Secretary a report on the prior year’s activities and an analysis of the Army’s financial management.
