The Secretary of the Army must make sure that, at the end of each fiscal year, there are enough officers on active duty to meet at least the percentage of officer positions for the active Army that the Secretary of Defense set in the latest Defense Planning Guidance. The count of officers must use the same method as under 10 U.S.C. 115(a)(1). Programmed manpower structure — the full list of officer jobs needed for units and organizations. Programmed force structure — the set of units and organizations that exist now and are planned for future years under the current Future-Years Defense Program.
