The Secretary of the Army may lend weapons, their gear, and ammunition to a federal department or independent agency when needed to protect public money or property. The agency head must request the loan and may name an officer to receive the items and report on them to the Secretary. Items not used up must be returned when no longer needed. The agency must pay the Army for four kinds of costs: ammunition issued; replacing lost, destroyed, or unrepairable weapons and gear; repairing returned items; and Army shipping.
