Makes the Assistant Secretary of the Navy for Financial Management in charge of running and directing the Navy’s money operations. The Assistant Secretary must supervise preparation of the Navy budget and carry out the functions named for the Under Secretary of Defense (Comptroller) in section 135(c). The Assistant Secretary also must approve and oversee projects to build or upgrade financial systems and approve and run asset-management systems, including cash, credit, debt collection, and tracking of property and inventory. Requires Navy financial systems to follow the accounting and internal-control rules set by the Comptroller General under sections 3511 and 3512 of title 31. Systems must give complete, reliable, consistent, and timely information, report costs, link accounting and budgeting, and measure performance. The Assistant Secretary must keep a five-year improvement plan (updated each year) and send the Secretary an annual report about the prior year’s activities and the status of Navy financial management.
