Creates an Office of the Chief of Naval Operations in the Department of the Navy to help the Secretary of the Navy carry out duties. The office is made up of top Navy leaders — the Chief and Vice Chief, deputy and assistant chiefs, the Surgeon General, the Chiefs of Naval Personnel and Chaplains — plus other Navy and Marine Corps members and civilian Navy employees assigned to it. Unless another law says otherwise, the Secretary decides how the office is set up, what each person does, and what titles they have.
