The Office of the Chief of Naval Operations must give professional help to the Secretary of the Navy, the Under Secretary, the Assistant Secretaries, and the Chief of Naval Operations. Under the Secretary’s control, the office must get the Navy ready for use and handle things like recruiting, organizing, supplying, equipping (including some research and development), training, servicing, mobilizing and demobilizing, administering, and maintaining the force. It must check and report on Navy efficiency and readiness to support military commands, write and supervise detailed instructions for approved plans, coordinate Navy organizations when asked, and carry out other tasks the Secretary assigns.
