Changes to the Navy rule that only men could serve on submarines as of May 10, 2000 must wait until two things happen. The Secretary of Defense must send Congress a written notice of the change, and then 30 days of continuous session of Congress must pass after Congress gets that notice. The Navy also cannot spend money to reconfigure current submarines or to design new ones for female crew until the same two steps occur. An uninterrupted session of Congress is only broken if Congress adjourns sine die (ends its session permanently).
