Limits how much can be spent to build four Ford‑class aircraft carriers: $13,224,000,000 for CVN–78; $11,398,000,000 for CVN–79; $12,202,000,000 for CVN–80; and $12,451,000,000 for CVN–81. The Navy must not count costs for CVN–78 class battle spares, interim spares, and inflation increases after December 1, 2018 that aren’t already included. The Secretary of the Navy can change a listed amount only after at least 15 days from giving written notice and a briefing to the congressional defense committees that explains the change and the new total.
