The Secretary of the Navy can allow civilian special agents in the Naval Criminal Investigative Service to serve federal warrants and other legal papers and to make arrests without a warrant, with the same powers given to special agents in the Defense Criminal Investigative Service. Those agents must be doing or overseeing criminal investigations of Navy programs or operations, and they must follow rules set by the Secretary of the Navy that the Secretary of Defense and the Attorney General approve, plus any other applicable rules from those officials.
