During wartime, if the Secretary of the Navy tells a court that steps are being taken to gather evidence before a suit is filed — for example, asking permission to take depositions, ordering depositions to be preserved, or actually taking depositions or other evidence — a stay under this rule applies. The time allowed for filing the related claim against the United States does not count the period while that stay, or any extension of it, is in effect.
