Creates an Executive Director for the Army National Military Cemeteries. The Director must meet job qualifications set by the Secretary of the Army and reports straight to the Secretary. The Director runs the cemeteries and is responsible for many tasks. They must keep full records and responsibility for every grave and urn niche. They oversee building, repair, and upkeep; buy and care for cemetery land; plan and run private funerals and public ceremonies when told to do so; make and enforce rules about monuments; create and carry out a master plan for Arlington National Cemetery (covering capacity, visitors, operations, maintenance, money needs, and preserving special features); manage budgets and spending; advise on requests for exceptions to burial eligibility; and supervise the cemetery superintendents.
