D.C. Circuit has exclusive power to review final military commission decisions after convening-authority approval and any CMCR review. It must wait until appeals are done or waived. A petition must be filed within 20 days of either written notice of the CMCR decision or the accused’s waiver per section 950c. The court may only decide legal issues about the approved findings and sentence. The Supreme Court may review under 28 U.S.C. 1254.
