People who got, or were owed, payments before September 24, 1980 for hauling their own hay or other roughages under the hay transportation assistance program do not have to repay any amount the Secretary of Agriculture later says is more than the maximum rate set by section 8 of the Farmer-to-Consumer Direct Marketing Act of 1976, as long as the Secretary finds they followed the program rules and were eligible. Any payments under this rule must come from disaster-relief funds that were appropriated or available on September 24, 1980.
