The Director must set housing goals for the Federal Home Loan Banks about the mortgages they buy. Those goals must match the goals already set under sections 4561 through 4564. When making the goals, the Director must think about the Banks’ special mission and how they are owned. The Director must also set interim target goals for each of the two calendar years after July 30, 2008 to allow a smooth change. The rules in section 4566 apply to these goals in the same way they apply to the federal housing enterprises. The Director must report to Congress every year on how well the Banks are meeting the goals.
