A regulated housing enterprise can write to the Director any time during the year to ask for a lower goal or subgoal for that year. The Director can approve a cut only if the market or the enterprise’s finances make it necessary, or if meeting the goal would cause liquidity problems, too much investment in some markets, or other results that go against the rule or related laws. After getting a request, the Director must ask the public for comments for 30 days and then decide within 30 days after that comment period ends. The Director may add one extra 15-day decision period only if more information is requested from the enterprise.
