Under rules set by the Board of Governors, a Federal Reserve bank may take deposits, discount endorsed paper, and lend to a foreign bank’s branch or agency the same way it does for a member bank, if that branch or agency keeps reserves with that Reserve bank under section 3105. The Reserve bank must consider the branch’s account balances and the share of its assets held as reserves under section 3105. The words "branch", "agency", and "foreign bank" mean what section 3101 says.
