Subject to title III of the Federal Housing Finance Regulatory Reform Act of 2008, the Director can hire and set pay for officers and employees needed to run the Agency. The Director may ignore the usual federal job classification and General Schedule rules in chapter 51 and subchapter III of chapter 53 of title 5, but must consult with and keep pay comparable to the Office of the Comptroller of the Currency, the Board of Governors of the Federal Reserve System, and the Federal Deposit Insurance Corporation. The Director may use information, services, staff, and facilities from other federal agencies if those agencies agree and are repaid. Even if other laws limit pay, the Director may hire and pay outside experts and consultants needed to help the Agency.
