A "Bureau investigator" is an attorney or investigator the Bureau hires to enforce those laws. A "custodian" is the person the Bureau names to hold records. "Documentary material" means books, records, electronic files, and other stored data. A "violation" is any act or omission that would break a Federal consumer financial law if proven.
