Between each decennial census, the Secretary must try to keep population numbers up to date. Each year, the Secretary must publish current totals and population details for every State, county, and local government with 50,000 or more people. Every two years, the Secretary must publish total population for other local governments that were counted in the most recent census. The Secretary can use sampling or other methods that will give reliable, complete, and current data. If the Secretary cannot produce the required population data for any county or local government in a fiscal year, the Secretary must send a report to the President of the Senate and the Speaker of the House at least 90 days before the next fiscal year starts. The report must list each government left out and explain why.
