A selection board must send its report to the Secretary. If the board broke a law or a rule, the Secretary can send the report back for changes. After the Secretary finishes reviewing it, the report must go to the President, who can approve it, change it, or reject it. If the President approves, the promoted officers’ names must be shared quickly with the whole service. The board’s work must stay private except as this rule allows, including for special selection boards. If the Secretary asks that an officer’s name be removed and uses information that the board did not see, that information must be given to the officer and the officer must be given a reasonable opportunity to respond. If the information is classified and the officer cannot see it, the officer should get an appropriate summary as much as possible.
