A Regular Coast Guard captain who is not on the approved list for promotion to rear admiral (lower half) must be retired on June 30 of the promotion year when they, or any captain junior to them who still keeps their place on the promotion list, reaches 30 years of active commissioned service. If an officer was moved up on the list because they were chosen early or placed at the top under section 2121(a), they cannot be forced to retire sooner because of that move. A captain retired under this rule must receive retired pay of at least 50 percent of the basic pay used to compute their retirement.
