Coast Guard members can be reimbursed for adoption costs when they adopt a child under 18. The program covers single adoptions, infant adoptions, intercountry adoptions, and adoptions of children with special needs. Reimbursement is paid only after the adoption is final. You cannot get money for expenses already paid by another federal, state, or local adoption program. The limit is $2,000 per adoption (or to two members who are married to each other) and up to $5,000 total per calendar year for a member or two married members. The Secretary will create rules for the program. "Qualifying adoption expenses" = reasonable necessary costs tied to a legal adoption arranged by a qualified adoption agency, but not travel or illegal arrangements. "Reasonable and necessary" = agency and placement fees, legal fees not available under 10 U.S.C. 1044/1044a, and medical costs for the birth. "Qualified adoption agency" = a state or local child-placement agency, an authorized nonprofit, or another state-authorized source supervised by a court.
