The Commandant may run a child care subsidy program that gives money to help pay for child care or youth programs for Coast Guard members, members with dependents in the program, and other people the Commandant approves. The money can be used only if it helps the Coast Guard, adds or expands child care services without replacing Coast Guard-run care, and if the provider can follow Coast Guard rules and standards. A provider can get help if they are licensed or meet local health and safety rules, and if they are a family home daycare, a family child care provider that meets certain federal, nonprofit, or school-based conditions, or another type the Commandant finds suitable. The Commandant can also help members who hire in-home child care, but must make rules to support those families, set payment amounts at least as generous as the basic program, and require in-home providers to have qualifications like private-sector caregivers and comparable to Coast Guard centers or family home daycares. The subsidy must be paid directly to eligible members or other approved people by monthly pay, direct deposit, or another direct method. Not later than 180 days after enactment, the Commandant must create a direct-payment policy. With a member’s written consent, payments can continue to go straight to a provider for that member. Existing reimbursement agreements with providers are not changed.
