Creates an Office of the Coast Guard Reserve and puts a Director in charge. The Director is the Commandant’s main adviser on Reserve matters and may get other duties. The President picks the Director with the Senate’s approval, after the Secretary of Homeland Security recommends a candidate. The Director must be a Coast Guard officer with at least 10 years of commissioned service and a rank above Captain. The President sets the term, usually two years but no more than four. The Director can be removed for cause and holds a rank above Captain while serving without losing their permanent rank. Under the Secretary of Homeland Security and the Commandant, the Director prepares, defends, and manages the personnel, operations and maintenance, and construction budgets for the Reserve. Each year the Director and the Commandant must send a report to the Secretaries of Homeland Security and Defense about the Reserve’s condition and ability to do its missions; the report may have classified and unclassified versions.
