§5101 Transmission of annual Coast Guard authorization request

Summary

Within 30 days after the President submits a budget to Congress under section 1105 of title 31, the Secretary must send a Coast Guard authorization request to the House Committee on Transportation and Infrastructure and the Senate Committee on Commerce, Science, and Transportation. A "Coast Guard authorization request" is a proposed law that recommends personnel end strengths (see section 4903), recommends authorizations of appropriations including items in section 4901, and includes any other Coast Guard matters the Secretary thinks should be in an authorization bill.

(a)Not later than 30 days after the date on which the President submits to Congress a budget for a fiscal year pursuant to section 1105 of title 31, the Secretary shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a Coast Guard authorization request with respect to such fiscal year.
(b)In this section, the term “Coast Guard authorization request” means a proposal for legislation that, with respect to the Coast Guard for the relevant fiscal year—
(1)recommends end strengths for personnel for that fiscal year, as described in section 4903;
(2)recommends authorizations of appropriations for that fiscal year, including with respect to matters described in section 4901; and
(3)addresses any other matter that the Secretary determines is appropriate for inclusion in a Coast Guard authorization bill.

G, title LXXI, § 7116, Dec. 18, 2025, 139 Stat. 1669, provided that: “Not later than 90 days after the date of enactment of this Act [Dec. 18, 2025], and annually thereafter, the Commandant [of the Coast Guard] shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a detailed expenditure plan, including projected project timelines for each acquisition and procurement appropriated under section 1181 of title 14, United States Code, and a list of project locations to be funded under such section.”
