People who are allowed free travel under section 1005 can cross the San Francisco‑Oakland Bay Bridge without paying if they show and hand over an authorization at the toll lane. The head of the department that oversees those people makes rules and picks officials to sign these authorizations. Those officials’ names are given to the California Toll Bridge Authority, which will accept their signed passes as proof. The Authority can also accept other kinds of proof if it agrees. The department head and the California Toll Bridge Authority may make agreements to make using and accepting these authorizations easy, fair, and effective.
