Defines key words used in the chapter. Cigarette — a roll of tobacco wrapped in paper or in a wrapper that does not contain tobacco, and also any tobacco roll wrapped in a tobacco-containing wrapper that looks or is sold like a cigarette. Commerce — trade that crosses state or territorial lines, trade between points in a State that goes through places outside the State, or trade that happens only inside the District of Columbia or the listed territories. United States (geographic) — the several States plus the District of Columbia, Puerto Rico, Guam, the Virgin Islands, American Samoa, Wake Island, Midway Islands, Kingman Reef, and Johnston Island; State also means any political division. Package — any pack, box, carton, or container used to offer or sell cigarettes. Person — an individual, partnership, corporation, or other business or legal entity. Sale or distribution — includes sampling and any distribution not for sale. Little cigar — a tobacco roll wrapped in leaf or other tobacco-containing wrapper (but not a cigarette) where one thousand units weigh not more than three pounds. Brand style — a cigarette variety set apart by tobacco, tar or nicotine levels, flavoring, size, filter, or packaging. Secretary — the Secretary of Health and Human Services.
