Title 15 › Chapter CHAPTER 52— - ELECTRIC AND HYBRID VEHICLE RESEARCH, DEVELOPMENT, AND DEMONSTRATION › § 2506
The Secretary of Energy must first collect baseline data about electric and hybrid vehicles within 12 months after September 17, 1976. The Secretary must then set performance standards for those vehicles within 15 months after September 17, 1976. The standards must look at things like energy use, city traffic, how people use second cars, consumer needs, maintenance and battery charging, farm needs, materials and recycling, safety, cost, and future technology. The standards must be set separately for personal and commercial vehicles, start at levels that will help people use the vehicles, be updated as technology improves, and be shared with the Speaker of the House, the President of the Senate, the House Committee on Science, Space, and Technology, and the Senate Committee on Energy and Natural Resources. Within 6 months after the standards are set, the Secretary must start contracts to buy or lease vehicles that meet them. The vehicles should show a cross-section of available technology and uses. More contracts will follow as standards improve. The demonstration runs through fiscal year 1986, with buying and leasing continuing through fiscal year 1984. The program must show 7,500 to 10,000 vehicles overall, with no more than 400 bought in fiscal year 1978. The Secretary must make the planned procurement public in two-year outlooks released annually starting in fiscal year 1978. The Secretary must make vehicles available to federal, state, local, farm, and private users chosen fairly, help cover extra operating costs if needed, run maintenance and training projects, and share safety and operating information (including simple summaries via the Government Publishing Office). At least 60 days before any contract, the Secretary must decide if the purchases will likely replace private buys and cut the number accordingly, but not below 1,000 vehicles under the first purchase plan or 2,500 under the advanced plan unless fewer can be obtained in the delivery time.
