The Secretary can use money Congress provides to support work with international groups and foreign national metrology institutes. That includes paying for joint research on measurements and standards, hosting foreign guests, holding official receptions, transporting visiting foreign scientists, and giving fellowships or other aid to foreign scientists who are not U.S. government employees while they work at or exchange technical information with the Institute. Congress allows Institute employees to accept fellowships, lectures, jobs, or other help from foreign governments if the Secretary approves and it fits U.S. interests. Words used here follow 5 U.S.C. 7342(a). If an employee knowingly accepts foreign government help that was not approved, they can face lawsuits and penalties like those in 5 U.S.C. 7342(h). Laws that usually bar pay to non‑citizens do not stop the Institute from hiring or paying scientific and engineering staff, and the Secretary may hire lawful permanent residents who plan to become citizens when qualified U.S. candidates are not available.
