Defines key words used in the rules about fuel ratings, who sells fuel, and what counts as a motor vehicle. "Octane rating" means the fuel’s antiknock number calculated as (research octane number + motor octane number) ÷ 2, unless a different method is set under section 2823(c)(3). "Research octane number" and "motor octane number" are those in ASTM D4814 (as of June 19, 1978) and are measured by ASTM test methods D2699 and D2700 (as of that date). "Knock" means fuel burning in spots inside a cylinder instead of spreading from the spark. "Automotive fuel retailer" means anyone who sells fuel to the public for use. "Refiner" means anyone who makes or imports automotive fuel. "Automotive fuel" means liquid fuel sold for use in motor vehicles. "Motor vehicle" means a self-powered four-wheeled vehicle under 6,000 pounds gross weight made mainly for public roads. "New motor vehicle" means a vehicle whose title has not been sold to the first buyer. "Ultimate purchaser" is the first buyer who does not buy for resale. "Manufacturer" imports, makes, or assembles vehicles for sale. "Automotive fuel requirement" is the minimum fuel rating a manufacturer recommends for a vehicle or its class to run without knocking. "Model year" is the maker’s annual production period as set by the Federal Trade Commission, or the calendar year if none. "Commerce" means trade between a State and places outside it, or that affects such trade. "State" includes the 50 States, DC, Puerto Rico, the Virgin Islands, American Samoa, Guam, and other U.S. territories. For applying the Federal Trade Commission Act here, "person" includes partnerships and corporations. "Distributor" means someone who receives fuel and passes it on to others (not the final buyer). "Automotive fuel rating" covers the octane rating, and may include cetane ratings for diesel or another rating the FTC finds useful after consulting ASTM. "Cetane rating" is a measure of diesel ignition quality; "cetane index" and "cetane number" are measured by ASTM methods D976 or D4737 (cetane index) and D613 (cetane number) and apply to diesel grades in ASTM D975 (as of October 24, 1992).
