Authority — the Horseracing Integrity and Safety Authority (created under section 3052(a)); breeder — a person who breeds covered horses as a business; Commission — the Federal Trade Commission (FTC); covered horse — a Thoroughbred or other horse made subject to these rules under section 3054(k); coverage starts at the horse’s first timed and reported workout at a participating racetrack or at a training facility and ends when the Authority gets written notice the horse is retired; covered horserace — a race with covered horses that affects interstate commerce, including Thoroughbred races with interstate off-track or advance-deposit wagers; covered persons — trainers, owners, breeders, jockeys, racetracks, veterinarians, people licensed by a State racing commission, their agents, assigns, employees, and other support staff who care for covered horses; equine constituencies — owners, breeders, trainers, racetracks, veterinarians, State racing commissions, and jockeys; equine industry representative — an organization active in the horse industry that represents those groups; horseracing anti-doping and medication control program — the program set up under section 3055(a); immediate family member — spouse, domestic partner, mother, father, aunt, uncle, sibling, or child; interstate off-track wager — has the meaning in section 3002; jockey — the rider or driver of a covered horse in covered horseraces; owner — someone who holds an ownership interest in covered horses; program effective date — July 1, 2022; racetrack — an organization licensed by a State racing commission to run covered horseraces; racetrack safety program — the program set up under section 3056(a); stakes race — any race the racetrack calls a stakes race, including the Breeders’ Cup World Championships and races graded by the American Graded Stakes Committee of the Thoroughbred Owners and Breeders Association; State racing commission — the state entity that oversees horseracing; trainer — a person who trains covered horses; training facility — a non-racetrack place that mainly houses covered horses and runs official timed workouts; veterinarian — a licensed vet who treats covered horses; workout — a timed run over a set distance that is not a race or the first qualifying race (if that race is made subject to these rules under section 3054(k)).
