Requires the Department of Defense to give money to Sematech for research and development in semiconductor manufacturing because Congress says that helps the U.S. economy and national security. The goals are to encourage U.S. companies to study advanced manufacturing, to turn manufacturing know-how into many kinds of semiconductor products, and to set up a grant program to fund Sematech’s research. Definitions: "Semiconductor Technology Council" (Council) — the advisory council created under section 4603. "Sematech" — a U.S. industry consortium formed to do advanced semiconductor manufacturing research and to apply manufacturing expertise across products.
