Gives the Association extra powers beyond those already given by the District of Columbia Nonprofit Corporation Act. It can set and collect membership fees to pay its costs; make and change bylaws, rules, and procedures; create notice-and-comment procedures under section 6755(a); sign and carry out contracts; hire employees and officers, set their pay, duties, and qualifications, and make rules about conflicts of interest and pay; borrow money; and get startup funding treated as loans that must be repaid with interest at market rate.
