Someone is not guilty under section 69a if they have a good-faith guaranty that names and gives the U.S. address of the person who made or supplied the fur and says the fur is not misbranded, falsely advertised, or invoiced. The guaranty can be a separate paper (for example, on an invoice) or a continuing guaranty filed with the Commission. Giving a false guaranty about fur is illegal. If someone gives a false guaranty while reasonably believing the fur may enter commerce, that is an unfair or deceptive act under the FTC Act. It does not punish someone who relied on a similar good-faith guaranty.
