Congress says there is a natural gas shortage in the contiguous United States. Alaska has large gas reserves that could help, and building a pipeline to move Alaska gas to U.S. markets quickly is in the national interest. Deciding whether to approve such a system and which plan to pick affects energy policy, foreign relations, national security, and economic and environmental matters. Because these issues are so important, Congress and the President, along with the federal agencies involved, should take part in those decisions.
