The Director is paid at the Executive Schedule level IV rate (see section 5315 of title 5). The Director can hire and set pay for the staff needed to run the Office, including up to ten employees in grades GS–16, GS–17, or GS–18 as allowed under section 766 of this title. The Director holds the Office’s powers and may delegate duties to other federal officers or agencies when the law allows. The Director must be available to testify to Congress on matters under his responsibility, including energy information and analysis. Any appropriation request for the Federal Energy Administration sent to Congress must show how much is for the Office and explain any differences between the amount requested and the Director’s view of the Office’s budget needs.
