The Director must set up and keep scientific, engineering, statistical, and other technical skills to analyze energy information. The work must check the accuracy of energy data sent to the Office and make sure the Office’s data line up with data from other federal agencies. The Director must also have professional analytic ability to independently judge whether the energy data the Office and other agencies hold are complete for the chapter’s purposes and for the analyses under section 790a. Those analytic skills must include five areas: economics/finance/accounting; checking reserve estimates with different methods; making and testing energy flow and accounting models for production, distribution, and use across sectors and lines of commerce; making and testing short‑ and long‑term supply‑and‑demand forecasting models; and any other skills the Director finds necessary.
