Defines key words used in the chapter. ASME/ANSI means a safety standard that the American National Standards Institute has approved and the American Society of Mechanical Engineers has published. Barrier means something natural or built that keeps children from entering a pool without permission; for hot tubs it also includes a lockable cover. Commission means the Consumer Product Safety Commission. Covered entity means a State or an Indian Tribe. Indian Tribe means the meaning given in section 5304(e) of title 25. Main drain means a submerged suction outlet that sends water to a pump. Safety vacuum release system means a device that cuts off vacuum at a suction outlet if a blockage causes very high vacuum. Swimming pool or spa means any indoor or outdoor structure for swimming or bathing, including in-ground and above-ground pools, hot tubs, spas, portable spas, and non‑portable wading pools. Unblockable drain means a drain a human body cannot block enough to cause a suction entrapment hazard. State means the meaning in section 2052(a) of this title and includes the Northern Mariana Islands; for grants under section 8004 of this title, it also includes any political subdivision of a State.
