Creates the MBDA Business Center Program inside the Agency. It must be separate from the Under Secretary’s other work under section 101. The Under Secretary must give federal assistance awards to eligible organizations to run MBDA Business Centers. Those centers must provide technical help, business development services, or specialty services to minority-owned businesses as described in section 114, and the Under Secretary must make sure those services are offered in every region of the United States.
