The Under Secretary may give federal help to public and private organizations to carry out sections 101, 102, and 103(a). That help can come as grants or partnership agreements. The Under Secretary must talk with public and private organizations when choosing how much help to offer and what kinds to offer. Within 120 days after money is approved, the Under Secretary must widely announce what help will be available that year. The announcement must say the expected dollar amounts, the kinds of help, how help will be split between public and private groups, and the method used to make those splits. The announcement must be made using the outreach methods required by section 116.
