Explains the basic meanings of key words used in this chapter. Board means a Regional Marine Research board created under section 1447b(a). Federal agency means any U.S. federal department, agency, or other government instrumentality, including independent agencies and government corporations. Local government means a city, town, borough, county, parish, district, or similar public body that is a State political subdivision created under State law. Marine and coastal waters include estuaries, estuarine-zone waters (including wetlands), waters seaward of the historic height of tidal influence, the territorial seas, the contiguous zone, and the ocean. Nonprofit organization means an entity described in section 501(c)(3) of title 26 and exempt under section 501(a) of title 26. Region means one of the nine regions in section 1447b(a). State includes a State, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
