The Secretary must run a technical help and management research program to support the development and carrying out of State coastal management program changes under section 1456b and to help with international coastal management cooperation. Other federal departments and agencies can help, either being paid back or not, by sharing information when allowed, temporarily lending staff with their consent without hurting their job status, or doing research and studies so long as it does not stop them from doing their main work. The Secretary can also hire qualified contractors. The Secretary must coordinate these efforts with other related work the Department does, share study results with coastal states through publications, workshops, or other useful ways, and regularly consult with coastal states about the program’s development and use.
