Repeals the McSweeney-McNary Act that began on May 22, 1928. Contracts and cooperative agreements made under that old law stay in force until their own terms end or another law changes them. The Secretary may make rules needed to carry out this subchapter and to coordinate with Title XIV of the Food and Agriculture Act of 1977 (7 U.S.C. 3101 et seq.). Money appropriated under the old act may be used for the programs authorized by this subchapter.
